It is not a case wherein the respondents are in a position to deny that, proceedings pursuant to Section 28 A of the Land Acquisition Act had been undertaken and decided on 28.04.2010 albeit it is sought to be contended that there has been reconstitution of officer/s. This would not obviate payment of compensation. It is incumbent and imperative to pay award
