Issue notice to the respondents. Learned AGP waives notice for respondent Nos.1 to 3. There is no necessity to issue notice to respondent No.4.

Learned AGP places on record a copy of letter dated 07.11.2025, which is taken on record by marking as Exhibit-'X'. It has been stated that after the scrutiny of the proposal in respect of second benefit of petitioner's Assured Career Progress Scheme, certain deficiencies have been found. Learned AGP makes a statement that if those deficiencies would be removed, then the said proposal would be considered. [1]

Taking into consideration this aspect, respondent No.4 is directed to comply with the letter dated 07.11.2025 within a period of 15 days from today and after the receipt of such response from respondent No.4, respondent No.3 to consider the said proposal within a period of one month thereafter.
