Mr.Deshmukh, learned counsel submits that the Petitioner is eligible to be appointed as a Professor. He is the most eligible candidate. Since the year 2011, the Petitioner is entitled to be appointed as Professor. In the year 2012, the Petitioner was promoted as an Assistant Professor w.e.f. 2008. According to the learned counsel, no steps are taken by the Respondents. 75% posts of Professors are to be filled in by promotion. Though the Petitioner is eligible, no steps are being taken. Mr.Joshi, learned counsel for Respondent No.5 - College submits that steps are being taken by Respondent No.5 - College for filling in the post of Professor. Even proposal is being given to the University for constitution of the screening committee for evaluation of the performance. The learned counsel, on instructions, states that within a period of seven days from today, the proposal for constitution of screening committee would be forwarded to the University.

40 wp.6544.14.odt Mr.Latange, learned counsel for the University states that within two months from the date of receipt of the proposal from Respondent No.5 - College, the University will constitute screening committee. The said statements made by the learned counsel for the College and the learned counsel for the University, are accepted. The College and the University shall adhere to the said statements made and complete the process for selection to the post of Professors by promotion, expeditiously, preferably within three months of the constitution of screening committee.
