Mr. Urgunde, the learned counsel for petitioner, submits that, the petitioner had filed proposal for opening Urdu Medium Primary School in the year 2008. However, no decision has been taken on the same and it is still pending with the Education Officer.

Learned AGP states that after 2008, norms have been changed. In light of the above, proposal filed in the year 2008 has become stale. The petitioner may apply afresh with the Education Department for opening Urdu Medium Primary School as per prevailing policy of the State. On receipt of the proposal, the State shall consider the said proposal on its own merits, in accordance with law, policy, resolutions, expeditiously and preferably within six months.
