2] We do not find any substance in the contention of the petitioner that the two years minimum experience is arbitrary, unreasonable and the Government resolution dated 27.9.2011 is applied retrospectively. Even otherwise also, we are not able to comprehend that in absence of even two years experience, the petitioner can claim regularization. The impugned order itself is self-
