The learned Counsel for the applicant / petitioner submits that the intervenor, whose application has been allowed, has no locus even to intervene in the petition, he has no concern with the subject matter of the petition, and his services have been already terminated. He has also

Upon hearing the learned Counsel for the applicant / petitioner and the intervenor, we are of the opinion that the issue as to whether the intervenor has locus or not, can be considered at the time of final hearing.
