The learned counsel for petitioners submits that the proposal seeking approval to the appointment of petitioners is pending with respondent no.3.

Mr. Pulkundwar, learned counsel appears for respondent no.3 and submits that if the proposal is pending, the authority will decide it on its own merits.

In case, proposal seeking approval to the appointment of the petitioner (Exhibit-E, Page 18) is pending with respondent no.3, then respondent
