It was submitted that since the proposal was sent for filing the appeals and, thereafter, the approvals came from the concerned Department and thereafter different charts were prepared, the delay has occurred.

Delay in each of the applications is properly explained. It is therefore condoned. Applications are accordingly allowed and disposed of without any order as to costs.
