Learned counsel for both sides are heard substantially. 2.
Having regard to the facts of the case, when this Court has expressed prima facie view that the Petitioners are the necessary party to the proceeding before the District Superintendent of Land Records, learned counsel for the contesting Respondent, on instructions from the Respondent, who is present in the Court, records no objection for setting aside all impugned orders and relegating the matter back to the said authority for decision afresh after joining Petitioners as party Respondents to the said proceeding.

In view of the above, impugned orders are set aside. Proceeding of Appeal No. 12/2018 stands restored back to the stage of condonation of delay. Appellant to join Petitioners herein as Respondents to the said proceeding within a period of four weeks. The District Superintendent Land Records thereafter to issue notice to the Petitioners. The proceeding be decided only after giving fair opportunity to both sides to make their submissions. Needless to state that all issues are kept open for raising and consideration by the authority.
