The learned counsel for petitioner submits that the validation proceedings is pending since the year 2005, the same is not yet decided. The petitioner is in the zone of consideration for promotion. Because of the lack of validity certificate, the petitioner is not being considered for promotion.

Issue notice to the respondents. Learned AGP waives service of notice for all the respondents.

The petitioner shall appear before the Scrutiny Committee on 23-08-2021. Considering that the validation proceedings is pending since the year 2005, the Committee shall endeavour to decide the same within three months, from the date of appearance of the petitioner.

With these observations, writ petition is disposed of. No costs.
