We have heard Mr. Hon, the learned counsel for the petitioner, who states that, 11 KV express feeder for the petitioner medical college was made operational by following due process of law. However, directions were given to implement the load shedding by the respondent No. 2, which would not be in public interest as 800 bed hospital is being run. 2.

Mr. Godsay, the learned counsel submits that, the respondent No. 3 itself is not functional. In view of that, the
