1] Heard learned AGP for respondent Nos. 1 and 2, who objects the claim for condonation of delay, as according to him, the delay is not explained at all. The applicant before this Court appears to be an uneducated person whose claim for enhancement came to be rejected in part i.e. in relation to the land.
