The applicants are seeking condonation of delay, setting aside abatement and bringing legal heirs of deceased applicant No. 12 Balu Vithoba Thakur. They are necessary parties. Delay needs to be condoned. 2.

The applicants are permitted to withdraw the amount but for want of the substitution of the legal heirs of applicant no. 12 they are unable to withdraw. The legal heirs are also entitled to receive the amount along with other applicants.
