Heard the learned counsel for the petitioner and the learned A.G.P. for respondents.

The proposal for validation of the caste certificate is rejected by the committee.

It appears that, the petitioner himself is to be blamed for remaining absent before the committee. Thrice the date of hearing was communicated to the petitioner. The petitioner remained absent. The petitioner was directed to place on record the old documents. We cannot completely fault the order of the committee.

The learned counsel for the petitioner submits that the vigilance is conducted.

Considering that the matter pertains to the social status of the petitioner, we are inclined to grant one more opportunity to the petitioner.

Considering the fact that, the petitioner is a student, we are not directing payment of cost to the petitioner. It is also submitted that the father of the petitioner is a Class IV employee. 7.

The impugned order is quashed and set aside. The parties are relegated before the committee. The petitioner shall appear before the committee on 08.12.2021 and file his say to the vigilance report. The committee shall thereafter decide the validation proceeding expeditiously and preferably within a period of two (02) months from the date of appearance of the petitioner. If the petitioner remains absent or does not co-operate in expeditious disposal of the proceeding, the committee is entitled to proceed further. 8.

Writ petition is disposed of. No costs.
