Learned Counsel for the petitioner submits that the result of First Year is withheld. So also the petitioner is not allowed to prosecute the studies of Second Year only on the ground that the validation proceeding is pending.

Learned Counsel appear for the respective respondents.

Considering the fact that the validation proceeding is pending, we pass the following order.

Respondent No.4 - Scrutiny Committee shall decide the validation proceeding in respect of the tribe claim of petitioner expeditiously and preferably within nine (09) months from the date of appearance of the petitioner.

The petitioner shall appear before the Committee on 30th August 2018.

Respondent Nos.3 and 5 shall not withhold result of the petitioner's examination only on the ground that the validation proceeding is pending. In case the petitioner is otherwise eligible, then he shall not be refrained from prosecuting the studies of Second Year, only on the ground that the validation proceeding is pending.
