The order impugned in the present petition which is of the year 2014, is dated 13th August, 1998, whereby appeal of the present petitioner was dismissed for non-payment of paper-book charges. 2.

After hearing the learned Counsel appearing on behalf of the petitioner for considerable time, it is noticed that there is no explanation as to why the petition is filed at such belated stage, i.e. after about 15 years. Few of the excuses which are brought to the notice of the Court are, death of the original appellant, want of knowledge of the proceedings in question, etc.
