Appeals of the petitioners are rejected on technical ground that the photographs are not attested by the Medical Officer. According to us, it is too technical view. The learned counsel submits that, the petitioners would submit the photos attested by the Medical Officer in appeal Form No. 3. The same shall be

The appellate authority shall deal with the appeals on their own merits.
