The applicant claims that, he is a rustic person residing in a remote village and he had financial difficulties. Strictly speaking this cannot be the ground for condoning the delay, but considering small delay involved and substantial rights in stake, the application is allowed. The delay is condoned subject to costs of Rs. 3,000/- payable to other side within two weeks from today. 3.
