The Writ Petition No. 12071 of 2023 and Writ Petition No. 12072 of 2023 are fresh petitions. Issue notice to the respondents. Mr. Talhar, learned A. S. G. I. waives service on behalf of respondent No. 1 in both petitions. Mr. Sangle, learned A. G. P. waives service for the respondent Nos. 2 to 5 in both petitions.

After having attempted to explore the possibility of both the Governments, the State and the Central, would sit across the table and devise some modalities to secure the interest of the petitioner institutions, it seems that simultaneously the matters will have to be heard finally at the admission stage. 3.

With the understanding that the Writ Petition No. 3797 of 2022 and Writ Petition No. 5088 of 2022 would be taken as lead petitions, we direct the respondents to file their affidavit in reply, if any, by 10.10.2023 by serving its copies to the other side well in advance. Thereafter the petitioners and the co-respondents may file their additional affidavits or rejoinder before 12.10.2023. 4.
