The learned A.G.P. refers to the circular dated 13.02.2015 and submits that in such cases the petitioner can approach the committee constituted under the said circular.

In the light of that, writ petition is disposed of. The petitioner may approach the committee constituted under circular dated 13.02.2015. All contentions of the parties are kept open. 4.

The committee shall consider the grievance of the petitioner expeditiously.
