The cause of action appears to have accrued in the year 1984, The petitioner claims that the Electricity Department has laid down electricity distribution line through the land belonging to the petitioner. Apart from the aspect of delay and laches in approaching the Court, the petitioner does have the remedy available in law, which can be availed of. The writ petition does not deserve to be entertained. Keeping the option of the petitioner to avail of the remedies available in law open, the petition stands disposed of.
