The respondent No.3 had given the petitioner notice on Whatsapp. A copy thereof is placed on record at Page 17 of the petition. The petitioner thereafter appeared before the respondent No.3 and asked for certain documents and sought for time to respond.

When the respondent No.3 issued the notice to the petitioner, it is expected of him to give him hearing and then pass necessary orders. We, therefore, dispose of this Writ Petition by

directing the respondents No.2 and 3 to hear the petitioner and pass necessary orders.
