The learned Advocate appearing on behalf of Respondent Nos. 2 and 3, submits that the Petitioner can approach Respondent No.3 and seek list of deficiencies so as to enable him to file a fresh application for refund.

In view of the above, let the Petitioner approach Respondent No.3. Respondent No.3 would extend co-operation and submit the deficiencies to the Petitioner. Thereafter, the Petitioner is at liberty to avail of the course as is permissible in law. 3.
