Mr.Gandhi, learned counsel for the petitioner states that the petitioner has approached the Committee with a complaint with regard to the validity issued in favour of Respondent No.5, however, the Committee directed the petitioner to approach the High Court.

If the allegations are made by a party regarding the certificate being obtained by fraud, misrepresentation, forgery then it is for the Committee to look into the matter.

Considering above, we pass the following order : a) The petitioner shall approach the Committee with his complaint along with supporting documents. The Committee shall examine the same and shall take decision expeditiously, whether to reopen the proceedings, of-course, after hearing the Respondent No.5.

b) With this observation, the Writ Petition is disposed of. No costs.
