By filing this Civil Application, the applicants seek condonation of delay in filing Civil Application and restoration of Writ Petition which is dismissed for default by an order dated 13.07.2015.

The applicants have also filed separate Civil Application No. 12396/2016 for seeking permission to withdraw the Writ Petition itself.

For the reasons recorded in the Civil Application, Civil Application No. 12397 of 2016 is made absolute in terms of prayer Clauses (A) & (B).

Writ Petition No. 3180/2004 is restored to file. Civil Application No. 12397 of 2016 is disposed of in aforesaid terms. No order as to costs.
