Having heard both sides, we find that the petition can be disposed only with one direction to the Scrutiny Committee and that is to dispose of the proceedings, if they are still pending as expeditiously as possible, and in any event by 31.12.2017. No extension will be granted and, thereafter, for every extension this Court will impose costs personally on the Members of the committee.
