The petitioner is claiming scholarship under the Government Resolution dated 01.11.2003. According to the learned A.G.P. under Government Resolution dated 19.06.2018 the petitioner has remedy of appeal before the Assistant Commissioner.

In light of that, though Mr. Kulkarni, learned counsel sought to canvass the submissions on merit, we are not inclined to consider the same.
