In this petition, the petitioner approached the Education Officer (Primary) raising a grievance in respect of the category in which the form of the petitioner was filled. The Education officer, as the Appellate Authority, rejected the appeal on the ground that no changes can be made in the application once the application form is filled online. It is undisputed that a further appeal before the Chief Executive Officer is available to the petitioner, which has not been exhausted. If this Court starts entertaining such petitions, wherein the person filling the form has committed a mistake and no special reasons are made out for showing any indulgence, the Writ Court would be flooded with such petitions.
