We have considered the submissions of the learned AGP and the learned Advocate representing the original petitioner. We have perused the affidavit in reply filed for opposing this civil application.

The learned Advocate for the original petitioner submits that though this was a fit case for imposing costs, he may not insist on costs if the direction of this Court is complied with without any further delay. He submits that the time may be extended by only four weeks.

Considering the above submissions and the procedure that is required to be followed by the State Government, this civil application is partly allowed. We are refraining from imposing costs on the condition that the order of this Court dated 06.02.2023, shall be complied with in all respects, on or before 15.09.2023.
