It seems that respondent no.1 in both the appeals could not be served despite of best efforts. As such, the appellant is seeking substituted service of notice against respondent no.1 by way of paper publication in daily "Dainik Bhaskar" Raipur edition. The prayer needs to be allowed.

(i) Both the civil applications are hereby allowed in terms of prayer clause (A).
