Heard learned counsel for the petitioner. The petitioner claims to be a social worker and he has initiated certain complaints against respondent No. 5 who is working as University Engineer with respondent No. 4 - the University.

According to the petitioner, although there is material to support the allegations being made against respondent No. 5, respondent No. 4 has failed to take appropriate action against respondent No. 5.

We fail to understand what is the locus of the petitioner to file this writ petition in order to seek specific directions against respondent Nos. 4 and 5.

It is admittedly not a situation where the petitioner is either a competing claimant for the post held by respondent No. 5 or he is in any other manner connected with respondent Nos. 4 and 5. The petitioner appears to be a busy body who is insisting upon invoking writ jurisdiction of this Court under Article 226 of the Constitution of India in order to advance his personal agenda against respondent Nos. 4 and 5.

This Court in writ jurisdiction refuses to be party to such an attempt. The writ petition is found to be without any merit. It is dismissed.
