3. The learned Counsel appearing for the petitioner, on instructions, seeks liberty to withdraw the petition with liberty to file proceedings before the appropriate forum.

The Writ Petition is dismissed as withdrawn with liberty as prayed for.

Needless to observe that in case, the petitioner files proceedings before the appropriate forum and if there is delay in filing the said proceedings, the concerned forum shall keep in view the time spent by the petitioner in prosecuting the present petition.
