It appears that respondent no.3 vide communication dated 15/10/2019 addressed to respondent no.2, who is the Director of Higher Education of Maharashtra State, has forwarded a detail proposal. However, it seems that the latter has not processed it and has neither accepted or rejected it. Pertinently, even he will have to, after the approval of the proposal, forward it to the State Government which would take further time.

We dispose of the writ petition by directing respondent no.2 to process and take appropriate steps and take a concrete decision in respect of the proposal received by his office on 15/10/2019 [Exhibit-J] if it has not already been processed, as expeditiously as possible and in any case within four weeks.
