We have heard Mr. Tope, the learned advocate for the petitioner and Mr. Hon, the learned advocate for the respondent No. 6.

Mr. Hon, the learned advocate submits that, the validity has been issued to the respondent No. 6 on 31.01.2019. 3.
In view of that, the prayer clause "B" does not survive. According to Mr. Tope, the learned counsel for the petitioner, the validity is issued to the respondent No. 6 after the stipulated date. On that count also he is disqualified.

The petitioner has moved the Collector in that regard, but no steps are taken by the Collector.

In case application of the petitioner is pending with the Collector seeking disqualification of the respondent No. 6, it is for the Collector to take decision upon it, after hearing all parties concerned. The Collector shall take decision on the application, if the same is pending before him, expeditiously and preferably within a period of three (03) months from today. The writ petition is disposed of. No costs.
