Mr.Bayas, learned counsel submits that the validity certificate obtained by the Respondent No.4 is based on false record.

The petitioner may approach the Committee and place before the Committee entire evidence relied by the petitioner. The Committee may scrutinise the said evidence and if it comes to the conclusion that the case granting validity to Respondent No.4 is required to be reopened then the Committee shall hear the Respondent No.4 before proceeding further and thereafter take decision accordingly. The same shall be done expeditiously.

The Writ Petition is disposed of. No costs.
