We have heard the learned counsel for the petitioner and the learned counsel for the respondent.

Considering the fact that the proceeding is pending before the authority (respondent no. 2), we are not considering the contentions of the parties on merits.

AS the parties are before us, they shall appear before the authority (respondent no. 2) on 04.04.2019. The contentions of respective parties are kept open.
