Leave to add State as party respondent. The learned A. G. P. waives notice for the added respondent and raises a preliminary objection that petitioners have remedy before the State Government by way of second revision.

In the light of that, I am not inclined to entertain the writ petition. The writ petition is disposed of with liberty to the petitioners to avail alternate remedy. All contentions are kept open. No costs.
