The petitioners are the employees of Grampanchayat. According to the petitioners, 10 per cent of the posts in Zilla Parishad are to be filled in by absorbing the candidates of the Grampanchayat according to the seniority.

The grievance of the petitioners is that by-passing the claim of the petitioners, the juniors to the petitioners in the seniority list have been

wp9396.17 absorbed in the Zilla Parishad services.

According to the respondents, the roster point is required to be considered while absorbing the candidates in the Zilla Parishad from the Grampanchayat in the 10 per cent quota.

All the details are not before us with regard the roster point. The Commissioner is the supervisory authority over the Zilla Parishad. 5.

Considering the above, the petitioners may approach to the office of Divisional Commissioner, Nashik, by making comprehensive representation giving details of their claim vis-vis candidates absorbed. The Divisional Commissioner may himself or designate any such officer not below the rank of Dy. Commissioner to look into the matter of the petitioners and take decision upon the grievance/application of the petitioner, that may be

wp9396.17 filed before it within a period of six months from the date of the receipt of the application, after hearing the concerned parties.

The writ petition is accordingly disposed of. No costs.
