After having heard the parties for some time, this Court find that the representations of the petitioner are pending with the authorities. The petition can be disposed of with a direction to consider the representations of the petitioner.

The petition is therefore allowed in terms of prayer clause (A), which reads thus :- "A] By issuing the writ of mandamus or any other writ in the like nature, this Hon'ble Court may kindly be pleased to direct the respondents to decide and consider the representations dated 12.10.2018, 05.02.2018, 13.05.2019 and 20.05.2019 filed by the present petitioner."

Respondent Nos.4 and 5 to decide the representations within a period of eight (8) weeks from today.
