In view of the contentions made in the application and submissions advanced, the application is allowed. Delay stands condoned. The order of disposal is recalled and the Writ Petition be restored to its original stage, but without any interim relief if it was there in the past. Both the parties shall argue the Writ Petition on 28th March, 2018, in urgent category.
