Mr. Parnere, the learned counsel for the petitioner submits that, the proposals of the petitioner for starting GNM course is pending with the respondent No.3. He submits that, the respondent No.3 and the State Government be directed to take steps for deciding the application of the petitioner.

Mr. Narwadkar, the learned counsel for respondent No.3 submits that, there are many such applications pending with the respondent No.3 it will not be possible to decide the application of the petitioner within a particular time-frame.

We are in the month of December, 2020. It would not appropriate to give specific directions as are given by us in earlier petitions filed prior to Diwali Vacation. The petitioner can file afresh application with the respondents.

If it is possible for the respondents, then the respondent No.3 may consider the application of the petitioner for opening new GNM college; carry out the inspection and forward the proposal to the Government by 30th December 2020. The State Government shall thereafter take decision, for grant of essentially certificates to the petitioner on its own merits. The said decision may be taken by 30th January, 2021 and communicated to respondent No.3. Thereafter, the further process be done immediately.
