Despite service of Court notice, Respondent Nos. 3 and 4 have not caused an appearance in this matter. For the last 7 years, they have not participated in this proceeding. 2.
In view of the above, we direct Respondent No.4 to tender the salary bills of the Petitioner for the period 16.08.2011 to 15.08.2014 to Respondent No.2. After receiving the bills, Respondent No.2 shall verify as to whether there is any legal impediment and if he is convinced, he would pass appropriate orders for clearing the bills.

Respondent No.4 shall submit the proposal for seeking permanent approval to the appointment of the Petitioner. After receiving such proposal, Respondent No.2 shall carry out a meticulous verification of the record and only upon being convinced, would proceed to pass an order with reasons, within 90 days from today. If the Management does not co-operate, he shall proceed to initiate appropriate action against it.

If an adverse order is passed, the Petitioner would be at liberty to avail of a remedy as is permissible in law. 5.
