The Petitioner impugns the communication dated 14.10.2020, which is said to be appointment order in favour of Respondent No. 4.

We have perused the communication. It clearly reveals that it is not an appointment order. It is a simple communication congratulating him. Considering the language of the communication, it is evident that there is no appointment order as stated by the Petitioner.

In that view of the matter, no relief can be granted as prayed. However, in case, the Petitioner wishes to challenge any independent appointment order issued in favour of Respondent No. 4, he shall be at liberty to challenge the same. 4.
