Heard learned Counsel for respective parties. 2.

Admittedly, the petitioner is retired from service during the pendency of this petition. The learned Counsel appearing for the petitioner makes oral prayer so as to make comprehensive representation for redressal of grievance of the petitioner, which is raised in this petition, to respondent nos.2 and 3.

The petitioner shall be at liberty to make comprehensive representation to respondent nos.2 and 3, within three weeks from today. Upon receiving such representation, respondent nos.2 and 3 shall decide such representation as expeditiously as possible, however, within ten weeks from receiving such representation. Respondent nos.2 and 3 shall give reasonable opportunity of hearing to the petitioner before deciding such representation.
