The learned counsel for the respondent has entered an additional affidavit, dated 28.2.2019, from page Nos.146 to 164, inclusive of certain documents. He also has an original ledger, which he claims to have maintained for recording the rain fall occurring on each day. Though he is about 65 years of age today, he is still performing the work of rain gauge reader and is being paid Rs.500/- per month. So far as his hair cutting shop is concerned, Shri Patil submits on instructions, that the respondent has closed the shop long ago. 2.

Learned Special Counsel for the petitioner submits that he would have to take instructions on the additional affidavit as well as the ledger shown to the Court. He submits that the State has not regularized rain akl/d
