Considering the law laid down by the Honourable Supreme Court in the matter of Gurudassing Nawoosing Panjwani vs. State of Maharashtra and others, 2016 (2) SCC 213 : 2015 (6) Mh.L.J. 915 (SC), the petitioner is entitled to file a second revision before the State Government.

The learned advocate for the petitioner submits that considering the fact that the Honourable Minister deals with such matters, the litigants lose valuable time in view of the busy schedule of the Honourable Minister and therefore, some time frame may be granted. Considering the above, this Writ Petition is disposed off. If the petitioner prefers the second revision before the State

*2* 924wp10301o19 Government within THREE WEEKS from today, the Honourable Minister would endeavour to decide the revision finally after the parties appear on notice, expeditiously and preferably on or before 31.12.2019. All contentions of the parties are kept open including the contention of the petitioner as regards Rule 31 of the Maharashtra Land Revenue Record of Rights and Registers (Preparation and Maintenance) Rules 1971.

The copy of this order be placed before the Honourable Minister along with the revision.
