The present petition has been filed by the petitioner for the direction to respondent No.3 for deciding the proposal dated 23.12.2024 submitted by respondent No.5 in respect of the inclusion of name of the petitioner in Shalarth Pranali and to create and grant account number to the petitioner for the purpose of online payment and for contribution under DCPS scheme.

The petitioner states that he was appointed to the post of Junior Clerk by respondent No.4-Management on 09.03.2023. Respondent No.5-School forwarded a proposal seeking approval of his appointment to the office of respondent No.3. However, the said proposal has still not been decided, and therefore, the petitioner approached the State Government on 03.10.2017 by way of appeal. Permanent approval was granted by an order of the Hon'ble Minister on 11.07.2023. It is the case of the petitioner that, though approval was granted for the appointment of the employee working in the private Ashram School, he
5-WP-10294-25.odt {2} will not receive his salary from the salary grants unless and until his name is included in Shalarth Pranali. In order to receive payment through the online process and to contribute the share towards the DCPS, it is necessary that an account number be created and allotted to the said employee by the office of respondent No.3. For the said reason, the Headmaster of the School was required to submit a proposal to that effect, which was then submitted to respondent No.3 on 23.12.2024. The said proposal is stated to be pending, and therefore, the present petition has been filed.

The learned AGP, upon instructions, submitted a communication dated 01.12.2025 stating that the proposal will be decided within a period of four (4) weeks from today. The said statement is taken as an undertaking. The letter dated 01.12.2025, submitted by the learned AGP on behalf of respondent No.3 - the Assistant Director, OBC Welfare, Latur, is taken on record and marked as Exhibit 'X'. In accordance with the statement made by the learned AGP, we dispose of the writ petition by directing respondent No.3 to decide the petitioner's proposal dated 23.12.2025 within a period of four (4) weeks from today.
