1] The learned counsel for the petitioner submits that without giving an opportunity of hearing to the petitioner, the impugned order is passed.

2] The learned counsel for the respondents submits that the said order be treated as ad-interim order as the petitioner was not heard in the matter.

3] The learned Minister has passed the impugned order on 20.06.2023 without hearing the present petitioner and the said order be considered as interim order only as the same is passed without hearing the present petitioner. The learned Minister shall not influence any of the observations made in the interim order. The interim order
