The petitioner had approached this Court in Writ Petition No.5764/2017 for grant of approval. In the light of remedy available as was pointed out, in the form of Government Resolution dated 03.10.2017, by the order dated 28.07.2022, he was permitted to withdraw the writ petition with liberty to resort to the remedy provided under that Government Resolution. The authority was also directed to consider it on merits, if it was filed within four weeks, without raising any objection regarding limitation and still the petition preferred by him before the respondent no.1 has been pending since 24.08.2022.

The writ petition is disposed of by directing the respondent no.1 to decide the petitioner's appeal Exhibit-A, if it has not already been decided on its merits as early as possible and in any case within four weeks.
