It appears that the Commissioner has set aside the order passed by the Chief Executive Officer dated 24/10/2011. The punishment is also imposed upon the petitioner by the CEO under order dated 29/11/2012. The said punishment is stoppage of one increment of the petitioner.

2] The petitioner had challenged the order dated 29/11/2012 before the Commissioner. The order dated 24/10/11 has been set aside. The petitioner may take appropriate steps with regard to the order of the Commissioner.
